It used to exist. There was a Linux build that used DOS as the bootloader and mounted an ext2 disk image on a FAT filesystem via loopback for the root FS. It was pretty neat, you could just run the .exe and suddenly your in Linux.
Memory protection made that impossible but virtualisation brought it back. Back when I had to use Windows, there was an Ubuntu.exe that started the Ubuntu WSL2 VM.
