This idea is by someone who is an idiot or hates cyclists.
Also what next, shall we mandate wearing walking helmets for people walking and running in the winter because statistically I think they are far more likely to be falling and hurting themselves.

@ruari Something that bothers me a lot with such policy (we are having the same discussions in France), is that it puts the entire responsability of bike safety to the cyclist, and nothing on better infrastructure, seperated bike lanes, less cars in the city... Policy maker will say "we improved cycling safety" while not improving anything at all, and when someone get hurt it will always be "this person did not corectly wear a helmet" and never "maybe this intersection needs to be adapted to cyclists"
