He was certainly at the forefront of the rescue teams; I wouldn’t be surprised if he had been the first to enter the collapsing World Trade Center.
In yesterday's 9/11 lie, Trump made it clear that he was referring to a day or two after the 11th. Not the day he watched the towers from 6km away.
Of course, there is zero evidence he brought men to help at Ground Zero. And given his publicity efforts even then, he certainly would have done so on camera.

So he is not claiming to be at US Steel as the Twin Towers fall.

The quote I saw was:

In classic Trump fashion, he says so many contradictory and incomplete things, he is hard to pin down.

2. Trump in 2026 explaining he was saved by firefighters when they thought the US Steel building right across the street from the twin towers would fall down.
In theory, possible, but knowing Trump, I highly doubt that he would go to the center of the accident right after the Twin Towers fell and the place was a dangerous disaster zone.
