Exactly. You can see this too in US corporate resistance to tax-funded healthcare - it's been shown many times that it would actually save corporations money, but they don't care. Why ? Because the dependency on employment-based health insurance weakens workers, empowers bosses.
It's a template widely adopted by abusive & extractive relationships everywhere.
Domestic abusers use these tactics against their partners.
Corporate employers rely heavily on invisible tasks like "who refills the toner" and intimidation to get unpaid overtime.
Another one is getting coworkers to bully each other to curry favor.
