Broadly speaking, I see the term data sovereignty being used to talk about two not-entirely compatible ideas: 1. that you should be in control of all of the data you generate, and 2. that countries should have authority over the data generated by their citizens. And that conflation ultimately serves the goals of data nationalists better than it does those of the data individualists.

@lrhodes yes, and the data communitarians are ignored (as much of our own data is also data about others at the same time)
