@cstross Note the BBC repeating an obviously briefed line about why the police did nothing, while entirely ignoring all the other options at their disposal, *if they wanted to use them*.
With Dover ticking the terrorism and critical national infra boxes, that would have been fed back up to the chief constable, who clearly decided not to bother, not to arrest them for id, not to kettle them out of the way, etc.

but if I got some of my friends together protested to stop boats burning environmentally-damaging fuel, especially if we all carried bike locks, we would be instantly arrested and charged with terrorism and other offences.
