hot take:
if someone talks about "responsible" as regards any technical measure,
they are not interested in making the situation safe. they are, instead, finding a way to set up people who have problems with the consequences of unsafety to be blamed when said consequences occur.
this applies to any kind of "disclosure" or "use" arguments.
if something must be done 'responsibly' then the danger of it has been acknowledged and any means of making the situation safer has been dismissed as unwanted by those in power.
