Is Gentoo currently the only OS with an explicit anti-slop policy?

@be Nope. NetBSD has one too1, elementaryOS, postmarketOS, and a handful of other Linux distros also have anti-slop policies.
None of them are pure "no slop, ever, anywhere" (kinda impossible when third party software is in play), but they're not slopping in the distro spaces at least.
With caveats, but still stronger than most. ↩︎
