We've designated ChatGPT as a Very Large Online Search Engine, and Reddit and Roblox as Very Large Online Platforms, under the #DSA.
They reach at least 45 million average monthly users in the EU and therefore meet the threshold.
Now, they have four months to comply with additional obligations, including assessing and mitigating risks related to illegal content, negative effects on minors, users’ mental wellbeing, fundamental rights and public security.

@EUCommission I think it is a bit silly to ask the companies themself how many monthly users they have. Companies have the option to lie and avoid legal obligations.
@EUCommission a language model being classified as a search engine is among the most fucked up things the EU has done.
Im gonna slide it right under chat control.
@dormouse759 @EUCommission it seems like an entirely reasonable and correct classification to me, since ChatGPT explicitly wants to replace Google et al as the way people "find" information.
@andypiper @dormouse759 @EUCommission but it's not a search engine?
Or do they mean ChatGPT Search explicitly?
LLMs don't go looking up info online. They generate text results based on the prompt. It's not finding information and relaying, it is synthesising the output.
Using a natural language interface for an actual search engine is different.
ChatGPT itself isn't one
@EUCommission If you put https:// before that link it could be clicked directly.
Hi @atarifrosch! Thank you for spotting this! We have corrected the link in the post.
@EUCommission And if not, they'll pay a small amount to get away with it?
Hi @jzakotnik! Platforms that breach the DSA can be fined up to 6% of their worldwide annual turnover. If platforms fail to take measures to remedy the breach, we can impose periodic penalty payments to compel them to comply.
