If so much software is going to be shit software, will there not be openings for people who know what they are doing to compete against the shit with high quality solutions that are actually secure and generally bug free?

In a functioning economy certainly. Unfortunately creating a high quality product is not an economic driver in today's tech industry. It is all smoke and mirrors. Perhaps someday reality will bite, but we are still living in the flim flam scam.
The other day someone was comparing engineering standards for software and other disciplines, and remarked that you would never build a bridge the way they make software applications. Think that sums it up nicely.
Well that's pretty much been true for a long time, but if your software is running your production line and it keeps going down, you're losing $100ks, maybe $millions.
If someone can increase your up time by even 25%, much less 50% or 100%, a manufacturing company would be crazy not to pay handsomely for that.

The scope of such systems is very much non-trivial, so it won't be easy to build viable alternatives, but there would be a lot of money to be made.
I would think a relatively small number of wealthy investors would be able to back groups of experienced competent people to get it done.
