Remember what #WabKinew said last week: “I was told by the [PM] that he wants us to put the booze back on the shelves. I wouldn’t say that he was begging us, but what is a step before begging?”
I think the best explanation is that #MarkCarney was ready to sign a deal last week, received negative feedback from the premiers (and polls), changed his mind, then looked for an excuse to pull out of the deal. Sec. Lutnick obliged.
Why is clever strategy a better explanation?
@mpjgregoire @mike How much of the deal 4 days before the end was different from the deal 4 weeks ago? If what you are saying is true, then why would he not have accepted the same deal 4 weeks earlier?

It was in late July that Pres. Trump announced that he would impose 50% tariffs on many Canadian products in 30 days ( https://globalnews.ca/news/11973157/donald-trump-tariffs-canada-50-per-cent/ ). Before that threat, I think Canadian negotiators were ragging the puck, waiting for midterm elections. So probably we were nowhere close to having a deal four weeks prior.

@virtuous_sloth @mike This is speculative, but I'd guess that the deal in principle announced on Tuesday, August 18th probably came together on the weekend before, as the two parties pressed to see what were key demands and what they were prepared to live with.
As I understand it, these sort of negotiations mostly come to a resolution as the deadline approaches and the risk of no agreement increases.
