Encountered similar mindset in comments at a Serious dev team...
Basically came down to:

Jeff hasn't worked there in 4 years, Linda in 2. Or was it the other Linda... but she doesn't work in the business unit that this code services.
Oh, I found the project docs on the legacy file server. Yep, describes a different logic. Source logs start when the project was ingested from external contractors. No changes to that code since.
Follow up with the business unit itself: They don't know about that tool. But its being used.... Tracing....
By someone in a different dept. They don't know why they use it. Its a process they run. Its in their instructions.... written by Jeff.
Queue Disassembling the business to determine if the tool code & business process is correct.
It was Reverse Engineering the Whole Business Driven Development.
