I'm seeing lots of "wtf is she talking about?" responses to this and I can actually add context. The thing she's bitching about stupidly and incoherently is not schools allow kids to secretly transition, but blocking *requirements* that schools tell parents if their kid transitions.

Many schools (smartly!) would allow children to notify the school of their trans status and as part of that ask "do you want us to not tell your parents" which was very helpful for kids with unsupportive parents.
Some awful schools would, instead, immediately notify parents if their kids alerted the school to their trans status. The Biden admin policy was that this violated Title IX.

So, there was a real Biden program, which protected the confidentiality of trans kids in cases where they had parents who could not accept reality.
But under the clueless Trump admin, they think this meant schools helping kids secretly transition.
So it's not totally made up by McMahon. Just distorted to the point of ridiculousness, either through genuine stupidity or just evil malice.
