This is a fascinating and weird failure mode for a #CRT. Circles like that I would assume are a digital artifact, but the rainbow sheen around the perimeter of each one suggest an analog mechanism.

@mkb Kid with a magnifying glass, I think. Saw some similar dots on a bus stop advertising display.

@mkb this is an LCD, unless i'm missing something
the black is the liquid crystal (the LC in LCD) leaking out. Either someone stuck a needle into the screen or there's been some sort of breakdown in the internal layers of the screen.

@mkb the rainbow rings are likely due to pressure between the internal layers caused by the seeping fluid. You can replicate this shimmer by applying pressure to an LCD screen

@mkb I think this is probably an LCD with heat damage. It can certainly look very similar, and you might think it's a CRT if it has a glass touchscreen over it?
I don't fully understand the mechanism, but heat can somehow damage the liquid crystal in a way to produce near perfect black circles. I think it's either boiling of the liquid crystal damaging it, or delamination, but am not sure.
@mkb some kind of combination of finger grime + very specific spots on a previous version of this UI + heat over time from being run presumably 24/7 in a shoestring environment?
