of course that kind of pushback doesn't usually immediately change policy. but putting well formulated criticism on the record still seems important (i assume that sentiment drove you to expend the clearly non-trivial amount of time and effort that it took to write that text).
@hipsterelectron I like that you're concluding by pointing at McNamara's very scientific method of optimizing the ratio of war crimes and expenses per achieved objectives.
even though it doesn't strike me as the kind of argument that would sway the target audience, it still seems like an argument that needs making.
