@tut_tuuut @ehmatthes @wsvincent Scalingo is clearly a EU-based clone of Heroku. Their buildpacks are forks of Heroku's buildpacks, as you can see here: https://github.com/scalingo?q=&type=fork&language=&sort=. It's a small company, and their backend hosting infrastructure is managed by another French company called Outscale.
