Have a good friend who is a retired Chief Science Officer for a big pharma company. He says the entire FDA/Industry process for drug approvals has been destroyed resulting in a 50 (yes 50!, half a century!) setback to worldwide drug development.
And it will never recover, because now trust is wrecked. Other nations will try to fill the void, but they need to build everything from scratch. The US was the only game in town for safe drug R&D, and it is simply gone.

Another thing. What he says is increasingly replacing the solid industry/academic/government collaboration mechanism is scattershot billionaire drug moonshots. With the super rich haphazardly funding research into their priorities and/or vanity drug developments. Apparently this is the way drugs were developed a hundred years ago with notoriously sketchy efficacy.
