You could declare a trade embargo of exports to the United States.
That quarter kind of leverage though would require the EU to be technologically independent of the United States.

If you haven’t heard Cory Doctorow’s recommendation for measures at the EU has to reclaim tech sovereignty, consider restoring the right to reverse engineer and to repair. Basically shred up elements of trade agreements that criminalize what is a property right.
You can spice up that measure by stridently declaring that frees markets from the shackles of USSR style centralized command and control economics.

It starts to get messy when we start selling off all those US bonds, at that point it really could melt down quite spectacularly with a US default a couple of years later.
