that's probably mexican, and chorro has (at least) two connotations:
- diarrhea
- undeterminated high number: "a lot", many, too much
In this case and due the context, I'm pretty sure they meant the latter; "un chorro de mejoras" implies the reviewer is glad to see that many improvements in #elementaryOS
