Note CC's own important caveat: Pay-to-crawl "could concentrate power on the web. It could also potentially block access to content for 'researchers, nonprofits, cultural heritage institutions, educators, and other actors working in the public interest.'"
PS: If this risk materializes, it would limit or undermine #OpenAccess.
My position is that researchers should want AI tools to train on research without payment or permission, at least tools that can assure proper attribution. See for example:
