Does anyone know a definitive origin for the term “libre software” in English? In particular, can it be pinned down whether “libre” derives from French, Spanish, or some other Romance language?

The clearest reference I currently have is from a European Commission working group in 2000, which says the term is both Spanish and French, and sometimes used “even when speaking in English”. But I'm wondering whether there's anything earlier to cite.
