The European Commission announces an upcoming “EC Strategy on Open Source” in https://eur-lex.europa.eu/legal-content/EN/TXT/PDF/?uri=CELEX:52025JC0977 p17, 3rd bullet:

[The Commission will] “Incentivise companies to reduce dependencies in emerging technology areas as part of the upcoming Chips Act 2.0, Quantum Act, Cloud and AI Development Act **and Commission Strategy on Open Source.**”

This is to be distinct from an (ongoing) update to the existing (internal but public) strategy by DG DIGIT.
