There's some totally reasonable discussion in OSM about what counts as "lit". One way around this is to add more data to the map in the form of individual lighting elements. This lets folks make a better informed decision about what to expect for illumination in a given area.

I just posted a @MapRoulette challenge for "Pitches marked as lit= but with no lights nearby". Take a look and add some detail!

And, of course, there's a map for that!
