That's not to say the Cycle to Work scheme is perfect: it's not. Zero-rating bikes and ebikes would be *much* better because that means the discount is available to everyone, not just full-time workers over the earnings threshold. Also the discount is the same for everyone, not bigger for high earners. Want to balance the duty books? Zero-rating bikes for VAT would be a simple solution with basically no administrative costs at all, that would produce a similar benefit for a wider range of people.
