For some sites, it is 100%, because they haven't yet found an accessible, privacy friendly, way to do it, and cannot take the risk.

@neil Probably the majority are using VPNs as I read something in the media about how the govt are considering banning VPNs next.
How are they counting UK visitors? Not by IP address surely? 😉
