@ProPublica The entire west and northwest (upslope) sides of Las Vegas are covered with flood control channels and debris basins to catch the flash floods that come down out of Red Rock and Mt. Charleston.

I am far from convinced that these tunnels will not, unwittingly, become new channels for those flash floods.

@ProPublica so the logic is that the more overwhelming the number of violations the lower the fines?

Carrots and sticks only work if there are carrots AND sticks.

@ProPublica the fact that this fine for flagrant and knowing violation of law is much less than the cost of a single family house just shows you how far into oligarchy we have gone

When the penalty is a fine, that's just a cost of doing business, not a deterrent to undesirable behavior.

They should also be required to correct the environmental violations to the extent possible.
