A true dictator doesn't usually believe they're a dictator. If they do, they won't say so.

Referring to oneself as any kind of dictator (eg BDFL) is self-deprecating humour. Specifically a strategic use of humour, reminding us not to let our Super Cow Powers go to our head. Also that as with web slinging and Spidey senses, they with come great Super Cow Responsibility.
