Someone has to grow food and they already told the captive migrant workforce they would be harassed and sent to death camps if they can be seen in public. So it makes sense to create a larger pool of people to do that work.
Bonus? These people were costing shareholders money.

@ProPublica I mean, it is extremely easy: President is lying all the time, he doesn't care about anything or anybody but himself, he is vengeful hateful, greedy. He hates himself so much that he tries to tear everything and everyone down with him in the path of destruction. Also, President and his cronies are stuffing their own pockets with the people's money. From this viewpoint everything they do makes sense.
