Unemployment is a capitalist construct to keep the wages down.

"Structural unemployment" if it's less than 3.5% they fire people just to get the wages down.

Not exactly. The monetarists claim that a "strong labour market" is inflationary (which it isn't), and get the Reserve Bank to crank up interest rates. Which stalls the economy, reducing demand for labour. But as you say, the result is to keep unemployment artificially high.

If bosses really cared about lower unemployment, they'd push for a return to the public service being the employer of last resort.

You are of course 100% correct.
I skipped the middle paragraph. That's the exact mechanism at play, but I've talked with folks about finance before and most eyes glaze over swiftly.
