Does anyone know software to undistort images and messure within them on a slanted plane by marking a circle of known radius?

i have images of almost all >100 Elna discs and i want to digitize them. i only have access to 24 of them.

Searched a bit around and could not find a good all in one solution yet, or at least none with sufficient information from skimming its description/documentation

idealy i could design a preset for that
so i just have to load the image, mark the center holes top edge as the circle of refference, have one handle to mark the angle the callibration hole has from the center and then have 18 handles that i can drag around to messure the distance from the center of the disc to its segments edges (there are 18 stitches per disc rotation and i need each of their radii)

to be honest, i am very close to write my own software for the whole process. as it seems to be that there are multiple of the >100 discs as at least some of them also exist in reverse and mirrored variants. its slowly getting more viable to create a problem tailored tool than to search for and use some suboptimal one.

so if you can recommend python libraries to do such things with or even better their documentation i would also greatly appreciate such pointers ^^
