(and to further capitulate, the actress herself may not be bad, usually these things, incorrect tone while line-reading, happen as a result of bad or a lack of voice direction. Could easily be the issue here, but it's kind of an isolated case if so.)
It's one of those things I'd want to look into while doing my deep dives, but wikipedia loves to only focus on the japanese side of development, even when the same things apply in localization! (again, to bring up 13 sentinels, they explain how one voice actress voices 3 different characters and it required a great vocal range.... in japanese. But I can confidentially tell you the exact same thing was needed in the english voices as well, and I know this specifically because my husband would not stop gushing over how amazing allegra clark is at vocal range)
