Senator Tom Cotton explains that it was perfectly alright to kill shipwrecked sailors with a second strike, because they were trying to stay alive, and that is just not dead enough to the United States.
His premise is, that if the US labels people “terrorists”, then that puts them outside all international laws, which is obviously incorrect. The Geneva Conventions clearly state that shipwrecked must be saved.
