The scare quotes are on what Senator Kelly quoted, which is the Uniform Code of Military Justice, which is a thing, so much a thing that if the Pentagon had a problem with Kelly it must be in the Uniform Code of Military Justice.
What isn't a thing, and heartily deserves scare quotes is "Investigating" a Senator. For anything. Not for speaking. And certainly not for QUOTING the Uniform Code of Military Justice
