@TheBreadmonkey Councils have become increasingly heavy-handed with their imposition of fines & enforcement with PSPOs, which many people objected to when they were introduced. One group heavily attacked by these are buskers, despite the fact that, whilst the legislation was going through Parliament, it was clearly stated that it wasn't supposed to affect busking. Part of the reason is that councils are underfunded and need the money, and part of it is because of broad definition of terms.

@TheBreadmonkey Another problem with PSPOs is that, when enacted, most of the local population don't hear about it, and visitors or people who move into the area later have no say, and they can't appeal general rules or application, only individual cases. As a busker in Mansfield, for example, I cannot object to a PSPO enacted in any adjacent council area (which will include a town centre a few miles away, & another four towns and a city that are easily travelled to by public transport).
