It baffled me too. Here's some context:
The ICC issued an arrest warrant for Putin in March 2023 for war crimes related to the illegal deportation of Ukrainian children from Ukraine. The 125 ICC member states are obliged to detain and transfer any indicted individuals if they set foot on their territory.
Hungary is a signatory to the Rome Statute but has stated it would not arrest Putin, claiming the statute has not been properly incorporated into Hungarian law.
In April 2025, Hungary announced its intention to withdraw from the ICC during a visit by Israeli Prime Minister Netanyahu, who also faces an ICC warrant.
This withdrawal will only take effect in April 2026, meaning Hungary remains legally bound by ICC obligations until then.
Hungarian Foreign Minister Péter Szijjártó stated Hungary will "welcome Putin with respect" and provide conditions for his negotiations with Trump. Hungary previously demonstrated it would ignore #ICC warrants when it hosted Netanyahu with a red carpet welcome. Putin also visited ICC member Mongolia in 2024 without being arrested.
Germany's Foreign Ministry has stated Hungary must comply with the ICC warrant since the withdrawal has not yet taken effect.
