Tech minded people: can anyone help me set a custom 403 within Cloudflare that directs people to a piece of audio rather than a specific page?

More info below, including a few adult links (though I've tried to keep them as soft as poss).

Any help v much appreciated!

At the moment, because of the #OnlineSafetyAct, I've had to block UK users from hearing the audio. So if you go to a page like this: https://www.girlonthenet.com/blog/kissing-at-the-speed-of-consent/ and click 'play', and you're browsing from a UK IP address, Cloudflare blocks you from hearing the audio.

It basically spits out a 403 error, and the play button doesn't work. This is good for compliance with the law, but SHIT for users who probably just assume my website is broken.

I'd like, instead, to serve UK users a specific piece of audio that explains why they can't hear the original.

I'm trying to find some way within Cloudflare where I can tell it 'if a UK user gets this 403 error, spit out this specific piece of audio instead'.

But I can't for the life of me work out where I could do that. Editing the '403 error' page to customise it doesn't work, as I think it won't let me just link to an audio file. Anything else I should try?
