I don't use actions, CI, pages, or anything like that.
I just want somewhere to host my code where people can send PRs if they like.

PR is a GitHub thing, not a #git thing.
I'm surprised @Codeberg doesn't subdomain their @forgejo instance.

@neil @Edent @hl yeah it’s still work in progress, their monthly report blog posts keep talking about the progress they’re making though so it’s being actively worked on.

Yeah, that's why I'm leaning to managed hosting but with my own domain.
I don't have to do any maintenance and can move elsewhere if necessary.
