I'll never forget my wry surprise that I was surprised at that maneuver. Like how silly and naive of me to have not seen that trick coming. Rules can't bind the criminal gang with a monopoly on violence because no one else has violent capacity to enforce such on them. Laws are, now as ever, a joke.

The only purpose of a law binding the police is to confuse or misdirect you, so you're caught off balance when you're jumped and beaten up.
There is no law that actually constrains the police, there never has been, and there never will be.
And the same goes for laws constraining empire.
