As is kind of obvious by the fact that someone like Tolley is fronting it, the NZ branch of TI is totally captured. The NZ Integrity Institute website has an article that goes into some detail on this;

NZ is far more corrupt than our rating in Transparency International reports would have you believe, and has been far longer than the current regime has been in power. I agree they've ramped it up quite a bit this term, but so did the Key government (remember the Panama Papers?).
