This is the actual president of The United States, abusing the presidency to spread the disinformation that he is “Acting President of Venezuela”, using a fake screenshot from Wikipedia.
As anyone can verify on Wikipedia, Trump is not shown with this title. In fact, Wikipedia lists Delcy Rodríguez as the acting president, now that Maduro has been kidnapped by the US military.
Most likely this graphic was produced using image editing software.
You can also make an edit and then see how it looks without committing the changes. Some aspiring MAGA intern probably was bored and thought they’d get a thank you for being a true patriot shout out from the boss.

@randahl the whole thing is just created, as it don't match how the wiki page looks like, just tries to mimic the look. This kind of propaganda images the US government can afford, out over sending murderers to kill innocent people on the streets in USA, but they can't afford to help the poor...
