This is your opinion.
First, Mastodon is adding official support for Quote post and the web button will behave exactly like that very soon.
Second, you have an option in display settings to default it to boost only, quote only or both like it is by default.

Sorry to react emotionally, but I think it was important to bring this potentially breaking interaction forward.
I will bring my opinion about the network-breaking effect of such default behaviour on the web interface up with #mastodon #developers as well.
