This is murder. Hegseth thinks he will get away with it because the people around him are more committed to aiding and abetting his crimes than upholding the rule of law. Many people I know still in uniform are deeply concerned about staying on the right side of international laws of warfare. Believe it or not, we spend a lot of effort to minimize unnecessary killing. That was a large part of my job in 2016-7 in the counter-ISIS fight.
This administration's approach is a a recurring slap in the face to the professional military.
