Cops intentionally paralyzed this man almost exactly like cops did Freddie Gray in yet another case of cops intentionally "wagon-circling".
The cops were so clearly in the wrong that the paralyzed man, Randy Cox, won the largest monetary settlement in a US police accountability case ever.
Yet the officers took a plea w/ZERO jail time and only a $15 fine!
