Are robot cars programmed for driving laws ( laws are code, so should be doable ) in a way they can obey the laws?
Can they be given instructions for new laws or do they have to adjust by detecting patterns from human driven cars?
Do they have instructions to determine city/geographic driving ordinances?
Can they detect when a traffic light is out?
It seems they just scuttle about in the intersection jamming up traffic

“So it looks like there are two sets of rules out there -- one for people and the other for robots,” Chris Timmons, a partner with the law firm Knowels Gallant and Timmons, said.”
