Nur so können die Vorteile der Digitalisierung für die Bevölkerung und Verwaltung realisiert werden. Werden digitale Verfahren der Grundsatz, schafft dies Raum für Prozessoptimierungen und Effizienz-gewinne, die nicht möglich wären, wenn der digitale Weg nur ein bloßer Zusatz zum analogen Verfahren ist. Damit dies Realität wird, ist ein konkreter Zeitplan erforderlich. Das „Digital Only" Prinzip bedeutet, dass Verwaltungsleistungen ausschließlich digital beantragt werden. Dies schließt jedoch nicht aus, dass die digitale Antragstellung auch bei Behörden vor Ort über Terminals oder unterstützt durch Behördenmitarbeitende er- folgt. Die Digitalministerkonferenz fasst daher den folgenden Beschluss: 1. Die Digitalministerkonferenz fordert, unter Betonung der nachfolgenden Punkte, die Geltung des „Digital Only" Prinzips möglichst schnell in Bundes- und Landesgesetzen zu verankern. Die DMK verständigt sich darauf, bis zu ihrer sechsten Sitzung einen Maßnahmenplan hierzu vorzulegen.“
