Although it could be rightfully considered propaganda itself simply because it has a point of view, a "bias", it does bring together a preponderance of facts about these things. It makes for compelling viewing even if you feel Waters is an asshole. He's rational and worthy of some respect, if only for sticking his neck out. And his participation in this film's production is limited. He just provides narration for parts of it; it's mostly well-edited, well contextualized, academic and journalistic archive & actuality.
