Frederic Menard (political scientist in Montreal): "In theory, yes, and let me get an obstacle out of the way: Oftentimes people will say ‘Canada is not in Europe and to be part of the European Union it says that you have to be a European country’ — which is true — except that being a European country is not defined anywhere."

@evan I think on #CBC a few days ago, they were speaking with a congressman who was working on a bill to ban redistricting more than once per census cycle. That seems like a reasonable way to stop the planned Texas gerrymander.

For what it's worth, I'd be surprised if the changes in Texas, should they come to fruition, would be sufficient to prevent a D majority in the House after mid-terms. The House is narrowly divided now, and I expect Pres. Trump and the Rs to become less popular.
