Wouldn't surprise me if it's using the Matrix protocol under the hood, as a lot of EU governments have been developing official comms tools that do.

I don't understand why. You install the app (or browse to the web app), create an account, and chat to people. Just like any other chat app.
Yes, starting a chat or searching for a user/ room requires giving a full address instead of just a name (@person:domain.foo or #room:domain.foo). But that's never stopped people using email.
Is it the 'choose an instance' paralysis perhaps?
