First, it is false to argue that the #fedipact members are against openness. As I have argued across this bok, the covenantal fediverse is open to people who want to become members. They just have to do a few things: see themselves not as signing up for social media, but joining a community and abiding by its ethical standards....
On the Threads numbers, your theory that they're counting people on Instagram and get shown a Threads post is certainly plausible.
Details aside though the most likely explanation seems to me that Meta is lying (as they have about numnbers in the past -- remember the "pivot to video" lolsob).
