I begin to see why Voyager isn't more liked. The politics of the show seems dule compared to TNG... (I don't think it would be fair yo compare it to ds9 in that regard.)
That plus the lack of... Lasting concequences on a ship far from home where every injuries or avaries should have a lasting impact, and the separation of Starfleet vs Maquis which is mostly ignored... This shows is a waste.
And it makes me want that they did a remake of it instead of getting SNW. Although they probably never will, because they don't do remake in the franchise.

I want to say I like this episode. Part of me isn't sure what the point is here, thought. Maybe it' paranoia.
What I get from it is the Maquis is defending themselves and Starfleet is doing the Cardassian's shitty work in name of a peace treaty that doesn't concern the maquis as far as it's concerned.
But I imagine you could read it as the maquis radicalise a troubled starfleet officer. The episode certainly ends on a tragic note.
Still, the episode does humanise the maquis a lot and never really condemn Ro for her actions. I just wish it did condemn Starfleet a bit more, I guess.

And maybe she lied a bit about her relation with Starfleet.
It seems she wasn't already recruted by the maquis before the episode though... Except if the people who know in the maquis she already is in are few.
